Morgan Stanley is advising the firm in its quest for a foreign partner.
Bharti Airtel, Vodafone, Etisalat DB India Telecom and S-Tel will all participate in the auction process. However, Unitech Wireless, the JV between Unitech and Telenor, will not participate.
