The decision comes after prolonged deliberation on the topic by the government, who some thought would permit investment.
Foreign investors are permitted stakes in operators, but towers considered “strategic assets” and must be owned by Indonesian companies.
Gatot S Dewabroto, spokesman for the Ministry of Communication and Information Technology, said: “We have been forthright from the start that this sector should be closed to foreign ownership.”
The country will rquire150,000 to 200,000 additional towers to expand coverage to the entire country.
