Mobile operator Zain Kenya has been awarded a 3G licence for KES815m (US$10m), according to KBC.
Last week, Orange reportedly received a 3G licence for the same price.
Until now, Safaricom has been the only operator to hold a 3G licence, which it acquired in 2007 for US$25m. The operator is expected to seek to get a portion of the fee back.
Earlier this month, the Communications Commission of Kenya (CCK) decided to reduce the price of the licence following requests from Zain and Orange.
Safaricom reportedly had over 78% mobile market share and Kenya has a 50% mobile penetration rate.
