The two firms are set to announce a strategic agreement highlighting the details of the plan.
Last year, both NTT DoCoMo and KTF excited cash-strapped U Mobile leaving tycoon Vincent Tan as the major shareholder.
Tan is expected to sell a portion of his stake as part of any deal, with earlier reports have suggesting that Tan would offload 33% to STT for around US$190m.
