Russian national operator Rostelecom is in negotiations to use the network of mobile operator MegaFon with a view to launching an MVNO, Telegeography reports quoting local media.
The operator reportedly approached the three largest operators – MTS, VimpelCom and MegaFon – but only talks with MegaFon are expected to succeed.
Neither Rostelecom nor MegaFon responded to requests for comments before press time.
