Guyana’s telecom’s regulator has circulated a draft of its new telecoms legislation bill. Both Guyana Telephone and Telegraph Company, the state-owned national incumbent and Digicel, an Irish owned regional telecoms operator, have received copies. If the bill is ratified by Guyana’s National Assembly, it will pave the way for the complete liberalisation of the nation’s telecoms sector.
Local newspaper, Stabroek Business reported that the draft bill addresses issues including the termination of GT&T’s voice and data services monopoly, the administration of spectrum management regulations, regulations governing interconnection and access, competition, consumer protection, pricing and frequency authorisation regulations.
Digicel told TelecomFinance: “Digicel is looking forward to a telecommunications sector that will enable us to compete on an equal footing across the full range of telecommunications services – including international services – and that will incentivise further investment by Digicel and others in innovative new technologies and services.”
