The Timor-Leste government has launched a tender for new mobile licences after it ended Timor Telecom’s monopoly in late March.
According to the newly-created Timor-Leste Telecoms Liberalisation website, “the government has introduced a modern telecommunications decree-law and completed an agreement with Timor Telecom ending its monopoly. The government is now requesting applications for radio spectrum licences and registration of new service providers.”
New operators are invited to apply for two new 15-year spectrum licences to provide mobile services. Each licence will give access to frequencies in the 900MHz, 1800MHz, and 2.1GHz bands, the government said, adding that an option to use radio frequencies in the 850MHz band is also available.
Expressions of interest are requested by 23 April 2012, and applications by 23 May 2012.
As part of the new decree-law, the current regulatory authority, Autoridade Reguladora das Comunicações (ARCOM), will be replaced by a new regulator, the Autoridade Nacional de Communicações (ANC).
Timor Telecom has been the only telecoms services provider since 2002, when the country regained its independence from Indonesia.
