The Postal and Telecommunications Regulatory Authority of Zimbabwe (Potraz) awarded a GSM licence to state-owned fixed-line operator TelOne, according to Allafrica.
It will become the fourth mobile operator in the country after Econet, Telecel and NetOne.
Potraz deputy director-general Alfred Marisa was quoted saying that the regulator granted the licence late last year.
The regulator reportedly did not set deadlines for the roll-out of services because of the financial difficulties the operator is facing.
State-owned mobile operator NetOne is encountering similar problems and despite having received a mobile licence first it is now the smallest of the three existing GSM operators. The company is reportedly in talks with MTN and other operators to sell a stake.
Neither TelOne nor the regulator was immediately available for comments.
