The Norwegian Post & Telecoms Regulatory Authority (NPT) has withdrawn fixed-line incumbent Telenor’s designation of dominance in Norway’s retail markets for fixed voice traffic.
However, the regulator has renewed the company’s status as having significant market power in Market 1, which concerns access to the public telephone network at a fixed location for residential and non-residential customers.
Harald Krohg, Telenor’s chief wholesale and regulatory affairs officer, told TelecomFinance: “We see the lifting of the specific limitations in pricing and discounting of end-user telephony as a natural step towards removing sector specific regulation in this market.
“Continued requirements on Telenor to provide ‘carrier pre-selection’ and ‘wholesale line rental’ are unproblematic for Telenor.”
It is understood that Telenor holds more than 70% of Norway’s fixed-line subscriptions, meaning it will continue to be obliged to allow alternative operators to resell these services at regulated prices.
