The Portuguese authorities have announced that they will be auctioning 39 “rights of use” for spectrum in an auction starting on 22 November.
In a statement, the Portuguese National Authority for Electrical Communication (ANACOM) said that it would be auctioning spectrum in the 450MHz, 800MHz, 900MHz, 1.8GHz, 2.1GHz and 2.6GHz range.
The deadline for companies to make applications for the spectrum is 8 November. The bidding rounds will begin on 22 November.
ANACOM set a reserve price for the spectrum in each band.
The most expensive band will be the 800MHz band, where the reserve price is E45m per lot.
Each lot in the 900MHz band will have a reserve price of E30m. In the 2.6GHz band, each lot will have a reserve price of E3m, while the reserve price for a lot in either the 450MHz or the 2.1GHz bands will be E2m.
ANACOM said that the auction contained several rules to help promote the entrance of new operations in Portugal.
These rules include differential spectrum caps for the lower and higher bands.
Operators that do not already hold spectrum in the 900MHz band will be able to get a 25% reduction on the final price of lots in that band.
There will also be the possibility that companies that do not already hold spectrum in the 900MHz band will be able to operate as MVNOs on the networks of operators that hold at least 2x10MHz in the 800MHz and 900MHz bands.
