Chit Wai, deputy permanent secretary at the ministry, told Reuters that the winning firms would be announced in September, and then a consulting firm would be appointed to find a foreign partner for the joint-venture.
Only firms which have operated for three months and have US$2.4m in registered capital will be considered, and the ministry has not capped how many can participate in the venture.
The new operator will join incumbent MPT and new entrants Telenor and Ooredoo, which won 15-year licences to begin operating in Myanmar in 2013 after the country opened up to foreign investors.
MPT signed on to a 10-year agreement with KDDI in July 2014 to operate as a joint venture.
