The Slovenian telecoms regulator has published draft conditions of its upcoming 4G spectrum tender process, set to begin toward the end of this year, with results expected in March 2014.
The Post and Electronic Communications Agency (APEK) said all available blocks in the 800 MHz (digital dividend), 900 MHz, 1800 MHz and 2600 MHz ranges will be auctioned as well as unlicensed spectrum in the 2100 MHz range.
Licences will be technology neutral and last for 15 years.
APEK said 800 MHz and 900 MHz licensees will be required to service 40% of the population within three years and 70% within five years.
However, one 800 MHz block requires the licensee to service 95% of the population within three years, providing mobile broadband data speeds capable of 10Mbps. This licensee must also provide coverage to a set list of mostly-rural areas.
Meanwhile, 1800 MHz and 2600 MHz licensees will be required to service 25% of the population within three years and 40% within five years.
The auction will be open to potential new market entrants as well as existing operators. Starting prices are yet to be determined. Comments on the draft conditions must be received by 4 November.
Mobile operators in Slovenia are incumbent Telekom Slovenije’s Mobitel, Telekom Austria’s Si.mobil, Tusmobil and Gratel’s T-2.
