In June, Serbia abandoned plans to privatise the telecoms incumbent after a E1.1bn bid by Telekom Austria for a 51% stake was rejected for falling short of the minimum price of E1.4bn.
Serbia currently owns 80% of the telecoms incumbent, while Deutsche Telekom-owned OTE holds the rest.
OTE declined to comment, while the Serbian authorities were not immediately available for comments.
