The regulator, TRAI, said earlier this month that operators would be forced to pay a one off fee for ownership of 2G spectrum over 6.2MHz. The proposal has been fiercely criticised by the operators who have just taken part in the auction of 3G spectrum which will net the government around US$14bn.
