The Independent Communications Authority of South Africa (ICASA) has released final guidelines for the allocation of new mobile spectrum.
Last year, the regulator withdrew an invitation to take part in the auction of frequencies in the 2.6 GHz and 3.5 GHz bands, because following the publication of the final regulations and the invitations to apply (ITA), the regulator was inundated with letters and e-mails from players in the industry seeking clarity on certain details.
Last year, the plan was to sell four national licences in the 2.6 GHz band, while for the 3.5 GHz frequencies, two licences, each of 30 MHz, were available per district municipalities and metropolitan municipalities areas.
