He replaces Syed Safawi, who left the company earlier this year, according to local reports.
Singh was previously COO of another Indian mobile operator, Aircel, which is controlled by Malaysia’s Maxis.
Last year, RCom had named Shamik Das, the then-CEO of Indian carrier S Tel, as COO of its wireless unit.
