Peru’s private investment promotion agency has disclosed the names of four operators that have pre-qualified to bid for two nationwide AWS spectrum licences.
Proinversion said that America Movil, Viettel Peru, Telefonica and Chilean telco Entel’s Americatel Peru have been permitted to tender for the two blocks, in the 1,710 – 1,770MHz and 2110 – 2170MHz bands.
The winners will be decided on 22 July and the licences will last for 20 years. No bidder is allowed to acquire both blocks and the winner will be decided by the best financial offer.
Peru has a 101% mobile penetration rate and a wireless market dominated by Telefonica, which has a 63% share, and America Movil, which has 33% of the market. Business-focused operator Nextel Peru – set to be acquired by Entel for US$400m and likely paired with Americatel – has a meagre 4%.
The licences will be ultimately granted by Peru’s communications and transport ministry and telecoms regulator Ospitel will supervise the operator’s use of them.
Peru’s last spectrum auction was in August 2012 when Viettel beat Americatel to four blocks in the 900MHz band after offering US$48.4m.
