Maxis is expected to build and operate the network, while Asiaspace will provide the spectrum, according to local reports. A final agreement has yet to be signed.
Last year, the Malaysian Communications and Multimedia Commission (MCMC) allocated a 20MHz bandwidth in the 2.6GHz spectrum to several companies, including Maxis and Asiaspace.
But the regulator reportedly told the companies that the frequencies could not be used until after 1 January 2013.
Also in 2010, Maxis said that it would invest US$435m to upgrade its networks.
At the time, Maxis was planning to cover 80% of the Malaysian population with 3G services by the end of 2010, up from 60% at the start of the year, and was testing LTE technology.
