Turkish mobile operator Turkcell said that the Libyan General Telecommunications Authority has rejected all offers for a combined fixed and mobile licence.
TelecomFinance reported last year that Etisalat and QTel had also showed interest when the tender was launched.
It is unclear whether a new tender will be launched.
The regulator was not immediately available for comment.
