CCK director Charles Njoroge was quoted saying that the infrastructure will be upgraded by mid-year to ensure the service.
However, he added that mobile subscribers would pay a small administrative fee when the port their number to a new operator.
Kenya has planned to offer mobile number portability for a few years, but the start has been rescheduled several times.
