Israel’s ministry of communications has published details of a 4G auction, scheduled to take place by October at the latest.
Overall, eight blocks of spectrum in the 1,800 MHz band are up for grabs: either eight bandwidths of 5 MHz each; or seven bandwidths of 5 MHz each and one bandwidth of 3 MHz.
The floor price per MHz is NIS2m (US$584,000) and the licences will be valid for 10 years.
Cellcom and Partner Communications, the country’s two largest mobile operators, already have spectrum in the 1,800 MHz and will be allowed to bid for a maximum of two blocks. Other operators, including newcomers, will be entitled to up to four blocks each. Five MNOs are currently operating in Israel.
The successful bidders will be permitted to share their 4G networks with other companies. Already, Cellcom has a 4G network sharing agreement with Golan Telecom, while Partner and Altice’s Hot Mobile have a similar pact in place.
The deadline for submission of basic proposals is 28 September.
