The Dutch Trade and Industry Appeals Tribunal has reversed the decision of telecoms regulator OPTA to oblige the two dominant cable operators to open their analogue networks to competitors.
In March 2009, OPTA asked UPC and Ziggo to give access to their analogue subscribers – covering more than five million households – to rival operators. UPC, Ziggo, CAIW and Delta were also compelled to let other TV providers broadcast digital signals on their cable networks.
A spokesperson at OPTA said this decision could not be appealed but the regulator was researching whether the ruling had left any room for opening up the cable market.
