The amount of the bid has not been revealed but telecoms regulator APEK had set the minimum price at E12.5m.
In November 2010, Vodafone Albania won the tender for the first licence with a E31.4m bid.
AMC, Eagle Mobile, Plus and Vodafone are currently offering mobile services in the country.
