The company, which will operate as Atol SA, said it had paid €84m for the licence it won in February.
Currently in the process of deploying its network, it has yet to announce a launch date.
The operator is a joint venture between Monaco Telecom and Planor Afrique. The latter is controlled by businessman Appolinaire Compaore, who runs cellco Telecel Faso in his native Burkina Faso.
