He replaces Pascal Homsy who is taking the lead in strategic sectors of the business, according to a statement from the network vendor.
Le Grouiec joined Alcatel in 1988 and has been vice president for supply chain EMEA functions since 2007, a role he will continue in.
The Paris and NYSE-listed group is headed up by Michel Combes and generated €14.4bn revenues in 2012.
