Haulbrook was previously CEO of US-based Cellular Center and chairman and CEO of Ireland-based Meteor Mobile Communications.
In July, following its acquisition by Japanese private equity firm Advantage Partners (AP), GTA TeleGuam announced several management changes, including the appointment of four representatives from AP to serve on its new board, and the resignation of Moffat as CEO.
He nonetheless retains his seat on the board.
