Megafon, the Russian cellco, has reportedly arranged two credit facilities with a value of US$1bn with China Development Bank.
The company did not reply to requests for comment.
One report claimed the money would be used to buy infrastructure from equipment manufacturer Huawei, quoting Megafon as the source for the information.
Megafon has arranged loans with China Development Bank previously in the past to finance infrastructure investments. In 2007, it had received a credit of US$85m from the bank, and in mid 2009 it took out another loan of US$300m.
