Russian national operator Rostelecom is in talks to take full control of regional operators Volgograd GSM and Orenburg GSM, Telecompaper reports quoting local media.
It wants to buy the 51% stake it does not already own in Orenburg GSM and the 50% stake it does not own in Volgograd GSM from regional telecoms group SMARTS.
The Federal Antimonopoly Service (FAS) has already given the green light for the transactions.
Rostelecom declined to comment.
