The Rwanda Utilities Regulatory Agency (RURA) warned Rwandatel that it could fine or revoke the licence of the operator for failing to fulfil licence obligations in terms of investments, coverage, roll-out and quality of services.
The regulator said RURA management had been trying to persuade Rwandatel to implement its licence obligations, but that this had been in vain.
The operator has one month to comply with its licence obligations starting from the enforcement notice which was issued on February 4.
The operator is 80% owned by Libyan state-controlled Lap Green Networks, while Rwanda’s Caisse Sociale (social security fund) owns the remaining 20%.
