The talks, which are reportedly advanced, are around Telenor holding majority control of the merged business, with Tata as the minority partner.
Any announcement would take place after the spectrum auction completes.
Tata DoCoMo is present in 19 circles, with 66.5 million subscribers, or 7% of the market. Uninor, for its part, is present in 16 circles, with 44.5 million subscribers, or 4.7% of the market, according to industry regulator TRAI.
Tata Teleservices is currently looking to buy out Japanese partner NTT DoCoMo’s 26.5% stake in JV Tata DoCoMo for some Rs72.5bn (US$8.36bn).
