Uganda Telecom (UTL), a joint venture between Libya’s Lap GreenN and the Ugandan government, has named Stephen Kaboyo as its new chairman.
He replaces Ben Mbonye, who resigned after four years in the role.
Kaboyo was previously an executive at the country’s central bank. His appointment is in line with Lap GreenN’s and the government’s efforts to “continue UTL’s turnaround strategy”, according to a statement. Three new board members, all executives at the Libyan telecoms holding, have also been named: Stewart Simpson, chief legal officer; Joanna Roche, human resources and administration officer; and Kalid Tarapolisi, strategic projects director.
In 2012, Lap GreenN regained control over its Ugandan unit, now holding a 69% stake in UTL. The Ugandan government owns the remaining 31%.
Assets owned by the Libyan state had previously been frozen in line with UN Security Council sanctions against the regime of Muammar Gaddafi.
The Ugandan mobile market has six operators, making it harder for the smallest players to compete against market leaders MTN and Airtel. France’s Orange recently launched a strategic review for its Ugandan business, which is one of the smallest operators in the country.
