Belarus’ ICT ministry has declined to renew mobile operator BelCel’s licence to operate in the telecoms sector.
The ministry said in a statement that its decision is based on BelCel’s failure to fulfil terms and conditions of its current licence, which runs until 23 January 2014. The ministry noted that the Minsk-based operator has failed to provide coverage to 90% of the population and certain sections of motorway under the IMT-MC-450 standard.
BelCel, which operates under the brand name Diallog, launched commercial operations in 1993 and claims on its website to cover more than 70% of the national territory. The mobile operator is owned by Netherlands-based CIB BV and Cyprus-based Jarash.
BelCel is the smallest of Belarus’ mobile operators, the others being MTS, Telekom Austria-controlled Velcom and Turkcell-controlled Life.
