Interested bidders will be invited to apply to take part in the auction from February 25 onwards and must submit bids by March 19.
Pre qualified bidders will be announced on March 30 with mock auctions to follow on April 5 and April 6.
The auction of 3G licences was first scheduled for January 2009.
